Definition of Done

A phase is done when

• the code runs locally
• the subsystem has tests or smoke checks
• the subsystem is documented in the wiki
• the UI reflects the subsystem where relevant
• the journal captures the subsystem's outcomes
• there is a clear TODO list for the next phase
